ADR-018: Materialized statistics delivery authority and phase order¶
Context¶
The original FEAT-024 architecture review authorized the Phase 0 catalogue, mutation-ownership matrix and benchmark specification. Its technical-plan wording explicitly withheld authorization for Phase 1 implementation. Subsequent implementation and the owner's 22 September 2026 instruction make that limit an inaccurate description of the current implementation mandate.
Decision¶
Record the owner's 22 September 2026 direction to finish and review phases 0–3 first, then phases 4–6, using independent parallel work where appropriate. The approved technical plan continues to define the design and acceptance contract; the programme status records what has actually merged, deployed and passed its gates. Phase ordering does not turn an implementation PR or passing test into activation evidence.
This decision authorizes implementation and review in that order. It does not authorize a staging flag change, production deployment or activation, destructive data migration, legacy retirement, or a change to the stated read, write, storage, rollback and soak acceptance gates. Those actions require their own evidence and decisions under the technical plan. It does not change who may grant those approvals.
Consequences¶
The Phase 0-only implementation limit in the original review no longer blocks work on the remaining phases. Delivery records must distinguish implemented, merged, deployed, activated and accepted states. Consumer flags remain off by default until their respective proof and activation gates pass.
